First Inaugural Address — Franklin D. Roosevelt

01
President Hoover, Mr. Chief Justice, my friends,
02
This is a day of national consecrationn. /ˌkɑːnsɪˈkreɪʃn/ 奉献;神圣化, and I am certain that my fellow Americans expect that on my induction into the Presidency I will address them with a candorn. /ˈkændər/ 坦诚,直率 and a decision which the present situation of our people impelsv. This is preeminentlyadv. /priˈemɪnəntli/ 首要地,尤为 the time to speak the truth, the whole truth, frankly and boldly. Nor need we shrinkv. /ʃrɪŋk/ 退缩,畏避 from honestly facing conditions in our country today. This great Nation will endure as it has endured, will revive and will prosper. So, first of all, let me assertv. /əˈsɜːrt/ 断言,坚称 my firm belief that the only thing we have to fear is fear itself—nameless, unreasoning, unjustified terror which paralyzesv. /ˈpærəlaɪzɪz/ 使瘫痪,使麻痹 needed efforts to convert retreat into advance. In every dark hour of our national life a leadership of frankness and vigorn. /ˈvɪɡər/ 活力,魄力 has met with that understanding and support of the people themselves which is essential to victory. I am convinced that you will again give that support to leadership in these critical days.
03
In such a spirit on my part and on yours we face our common difficulties. They concern, thank God, only material things. Values have shrunkenv. /ˈʃrʌŋkən/ (shrink 的过去分词)缩减,萎缩 to fantastic levels; taxes have risen; our ability to pay has fallen; government of all kinds is faced by serious curtailmentn. /kɜːrˈteɪlmənt/ 削减,缩减 of income; the means of exchangen. /ɪksˈtʃeɪndʒ/ 交换;交易 are frozen in the currents of trade; the witheredadj. /ˈwɪðərd/ 枯萎的,凋零的 leaves of industrial enterprisen. /ˈentərpraɪz/ 企业;事业 lie on every side; farmers find no markets for their producen. /ˈproʊduːs/ 农产品; the savings of many years in thousands of families are gone.
04
More important, a hostn. /hoʊst/ 大量,许多 of unemployed citizens face the grimadj. /ɡrɪm/ 严峻的,令人沮丧的 problem of existence, and an equally great number toilv. /tɔɪl/ 辛苦劳作 with little return. Only a foolish optimistn. /ˈɑːptɪmɪst/ 乐观主义者 can deny the dark realities of the moment.
05
Yet our distressn. /dɪˈstres/ 困苦,痛苦 comes from no failure of substancen. We are stricken by no plague of locusts. Compared with the perilsn. /ˈperəlz/ 危险,危难 which our forefathers conquered because they believed and were not afraid we have still much to be thankful for. Nature still offers her bountyn. /ˈbaʊnti/ 慷慨的馈赠,丰饶 and human efforts have multiplied it. Plenty is at our doorstep, but a generous use of it languishesv. /ˈlæŋɡwɪʃɪz/ 停滞,萎靡不振 in the very sight of the supply. Primarily this is because rulers of the exchange of mankind's goods have failed through their own stubbornness and their own incompetence, have admitted their failure, and have abdicatedv. Practices of the unscrupulousadj. /ɪnˈdaɪtɪd/ 控告,起诉 in the court of public opinion, rejected by the hearts and minds of men.
06
True they have tried, but their efforts have been cast in the pattern of an outwornadj. /ˌaʊtˈwɔːrn/ 过时的,陈腐的 tradition. Faced by failure of credit they have proposed only the lending of more money. Stripped of the luren. /lʊr/ 诱惑,诱饵 of profit by which to inducev. /ɪnˈduːs/ 诱使,引导 our people to follow their false leadership, they have resortedv. /rɪˈzɔːrtɪd/ 求助于(resort to) to exhortationsn. /ˌeɡzɔːrˈteɪʃnz/ 劝诫,规劝, pleading tearfully for restored confidence. They know only the rules of a generation of self-seekersn. They have no vision, and when there is no vision the people perishv.
07
The money changers have fledv. /fled/ 逃走(flee 的过去式) from their high seats in the temple of our civilization. We may now restore that temple to the ancient truths. The measure of the restorationn. /ˌrestəˈreɪʃn/ 恢复,复兴 lies in the extentn. /ɪkˈstent/ 程度,范围 to which we apply social values more noble than mere monetaryadj.
08
Happiness lies not in the mere possessionn. /pəˈzeʃn/ 拥有,占有 of money; it lies in the joy of achievement, in the thrilln. /θrɪl/ 激动,兴奋感 of creative effort. The joy and moral stimulationn. /ˌstɪmjuˈleɪʃn/ 激励,激发 of work no longer must be forgotten in the mad chase of evanescentadj. These dark days will be worth all they cost us if they teach us that our true destinyn. /ˈdestəni/ 命运,使命 is not to be ministeredv. /ˈmɪnɪstərd/ 服侍,照料 unto but to minister to ourselves and to our fellow men.
09
Recognition of the falsityn. /ˈfɔːlsəti/ 虚假,虚妄 of material wealth as the standard of success goes hand in hand with the abandonmentn. /əˈbændənmənt/ 抛弃,放弃 of the false belief that public office and high political position are to be valued only by the standards of pride of place and personal profit; and there must be an end to a conduct in banking and in business which too often has given to a sacred trust the likeness of callousadj. /ˈkæləs/ 冷酷无情的 and selfish wrongdoingn. Small wonder that confidence languishes, for it thrivesv. /θraɪvz/ 兴旺,茁壮成长 only on honesty, on honor, on the sacrednessn. /ˈseɪkrɪdnəs/ 神圣 of obligationsn. /ˌɑːblɪˈɡeɪʃnz/ 义务,责任, on faithful protection, on unselfish performance; without them it cannot live.
10
Restoration calls, however, not for changes in ethicsn. This Nation asks for action, and action now.
11
Our greatest primaryadj. /ˈpraɪmeri/ 首要的,主要的 task is to put people to work. This is no unsolvableadj. /ʌnˈsɑːlvəbl/ 无法解决的 problem if we face it wisely and courageously. It can be accomplishedv. /əˈkɑːmplɪʃt/ 完成,实现 in part by direct recruitingn. /rɪˈkruːtɪŋ/ 招募,招收 by the Government itself, treating the task as we would treat the emergency of a war, but at the same time, through this employment, accomplishing greatly needed projects to stimulatev. /ˈstɪmjuleɪt/ 刺激,促进 and reorganize the use of our natural resourcesn.
12
Hand in hand with this we must frankly recognize the overbalancen. /ˌoʊvərˈbæləns/ 过剩,失衡 of population in our industrial centers and, by engaging on a national scale in a redistributionn. /ˌriːdɪstrɪˈbjuːʃn/ 重新分配, endeavorv. /ɪnˈdevər/ 努力,力图 to provide a better use of the land for those best fitted for the land. Yes, the task can be helped by definite efforts to raise the values of agricultural products and with this the power to purchase the output of our cities. It can be helped by preventing realistically the tragedy of the growing loss through foreclosuren. /fɔːrˈkloʊʒər/ 丧失抵押品赎回权 of our small homes and our farms. It can be helped by insistence that the Federal, State, and local governments act forthwithadv. /ˌfɔːrθˈwɪθ/ 立即,即刻 on the demand that their cost be drasticallyadv. It can be helped by the unifying of relief activities which today are often scattered, uneconomical, and unequal. It can be helped by national planning for and supervisionn. /ˌsuːpərˈvɪʒn/ 监督,管理 of all forms of transportation and of communications and other utilitiesn. /juːˈtɪlətiz/ 公用事业 which have a definitely public character. There are many ways in which it can be helped, but it can never be helped merely by talking about it. We must act and act quickly.
13
Finally, in our progress toward a resumptionn. /rɪˈzʌmpʃn/ 恢复,重新开始 of work we require two safeguardsn. /ˈseɪfɡɑːrdz/ 保障措施 against a return of the evils of the old order: there must be a strict supervision of all banking and credits: and investments, so that there will be an end to speculationn. /ˌspekjuˈleɪʃn/ 投机 with other people's money; and there must be provisionn. /prəˈvɪʒn/ 供应;规定 for an adequateadj. /ˈædɪkwət/ 适当的,足够的 but sound currencyn.
14
These, my friends, are the lines of attack. I shall presently urgev. /ɜːrdʒ/ 力促,敦促 upon a new Congress, in special sessionn. /ˈseʃn/ 会议,会期, detailed measures for their fulfillmentn. /fʊlˈfɪlmənt/ 实现,履行, and I shall seek the immediate assistancen. /əˈsɪstəns/ 协助,援助 of the 48 States.
15
Through this program of action we address ourselves to putting our own national house in order and making income balance outgon. /ˈaʊtɡoʊ/ 支出,开销. Our international trade relations, though vastlyadv. /ˈvæstli/ 极大地 important, are in point of time and necessity secondaryadj. /ˈsekənderi/ 次要的,从属的 to the establishmentn. /ɪˈstæblɪʃmənt/ 建立,确立 of a sound national economy. I favor as a practical policy the putting of first things first. I shall spare no effort to restore world trade by international economic readjustmentn. /ˌriːəˈdʒʌstmənt/ 重新调整, but the emergency at home cannot wait on that accomplishmentn.
16
The basic thought that guides these specific means of national recovery is not narrowly nationalisticadj. It is the insistencen. /ɪnˈsɪstəns/ 坚持,主张, as a first consideration, upon the interdependencen. /ˌɪntərdɪˈpendəns/ 相互依存 of the various elements in and parts of the United States — a recognition of the old and permanently important manifestationn. /ˌmænɪfeˈsteɪʃn/ 表现,体现 of the American spirit of the pioneern. It is the way to recovery. It is the immediate way. It is the strongest assurancen. /əˈʃʊrəns/ 保证,确信 that the recovery will endurev.
17
In the field of world policy I would dedicatev. /ˈdedɪkeɪt/ 奉献,致力于 this Nation to the policy of the good neighbor — the neighbor who resolutelyadv. /ˈrezəluːtli/ 坚决地,果断地 respects himself and, because he does so, respects the rights of others — the neighbor who respects his obligationsn. /ˌɑːblɪˈɡeɪʃnz/ 义务,责任 and respects the sanctityn. /ˈsæŋktəti/ 神圣不可侵犯 of his agreements in and with a world of neighbors.
18
If I read the tempern. /ˈtempər/ 性情,情绪 of our people correctly, we now realize as we have never realized before our interdependence on each other; that we cannot merely take but we must give as well; that if we are to go forward, we must move as a trained and loyal army willing to sacrificev. /ˈsækrɪfaɪs/ 牺牲,献出 for the good of a common discipline, because without such discipline no progress is made, no leadership becomes effective. We are, I know, ready and willing to submitv. /səbˈmɪt/ 提交;使服从 our lives and property to such discipline, because it makes possible a leadership which aims at a larger good. This I propose to offer, pledgingv. /pledʒɪŋ/ 保证,承诺 that the larger purposes will bind upon us all as a sacred obligation with a unityn. /ˈjuːnəti/ 统一,一致 of duty hithertoadv. /ˌhɪðərˈtuː/ 迄今为止 evokedv. /ɪˈvoʊkt/ 唤起,引发 only in time of armed strifen.
19
With this pledge taken, I assumev. /ʌnˈhezɪteɪtɪŋli/ 毫不犹豫地 the leadership of this great army of our people dedicatedadj. /ˈdedɪkeɪtɪd/ 致力于……的 to a disciplined attack upon our common problems.
20
Action in this image and to this end is feasibleadj. /ˈfiːzəbl/ 可行的 under the form of government which we have inheritedv. /ɪnˈherɪtɪd/ 继承 from our ancestorsn. /ˈænsestərz/ 祖先. Our Constitution is so simple and practical that it is possible always to meet extraordinary needs by changes in emphasisn. /ˈemfəsɪs/ 重点,侧重 and arrangement without loss of essential form. That is why our constitutional system has proved itself the most superblyadv. /suːˈpɜːrbli/ 卓越地 enduring political mechanismn. /ˈmekənɪzəm/ 机制,机构 the modern world has ever seen. It has met every stressn. /stres/ 压力,考验 of vast expansion of territoryn. /ˈterətɔːri/ 领土, of foreign wars, of bitter internal strife, of world relations.
21
It is to be hoped that the normal balance of Executive and legislativeadj. /ˈledʒɪsleɪtɪv/ 立法的 authorityn. /əˈθɔːrəti/ 权力,权威 may be wholly adequate to meet the unprecedentedadj. /ʌnˈpresɪdentɪd/ 空前的 task before us. But it may be that an unprecedented demand and need for undelayed action may call for temporary departuren. /dɪˈpɑːrtʃər/ 偏离,背离 from that normal balance of public proceduren.
22
I am prepared under my constitutional duty to recommendv. /ˌrekəˈmend/ 建议,推荐 the measures that a stricken Nation in the midstn. /mɪdst/ 中间,当中 of a stricken world may require. These measures, or such other measures as the Congress may build out of its experience and wisdom, I shall seek, within my constitutional authority, to bring to speedy adoptionn.
23
But in the event that the Congress shall fail to take one of these two courses, and in the event that the national emergency is still critical, I shall not evadev. /ɪˈveɪd/ 回避,逃避 the clear course of duty that will then confrontv. 面前 me. I shall ask the Congress for the one remaining instrumentn. /ˈɪnstrəmənt/ 工具,手段 to meet the crisis—broad Executive power to wagev. /weɪdʒ/ 发动(战争) a war against the emergency, as great as the power that would be given to me if we were in fact invadedv. /ɪnˈveɪdɪd/ 入侵 by a foreign foen.
24
For the trust reposedv. /rɪˈpoʊzd/ 托付,寄予(repose in) in me I will return the courage and the devotionn. /dɪˈvoʊʃn/ 忠诚,献身 that befitv. /bɪˈfɪt/ 适合,相称 the time. I can do no less.
25
We face the arduousadj. /ˈɑːrdʒuəs/ 艰巨的,艰难的 days that lie before us in the warm courage of national unity; with the clear consciousnessn. /ˈkɑːnʃəsnəs/ 意识,知觉 of seeking old and precious moral values; with the clean satisfaction that comes from the sternadj. /stɜːrn/ 严格的,严峻的 performance of duty by old and young alike. We aim at the assurance of a rounded, a permanent national life.
26
We do not distrustv. /dɪsˈtrʌst/ 不信任,怀疑 the future of essential democracy. The people of the United States have not failed. In their need they have registered a mandaten. /ˈmændeɪt/ 授权,委托 that they want direct, vigorousadj. They have asked for discipline and direction under leadership. They have made me the present instrument of their wishes. In the spirit of the gift I take it.
27
In this dedication of a Nation we humblyadv. /ˈhʌmbli/ 谦卑地 ask the blessingn. /ˈblesɪŋ/ 祝福,赐福 of God. May He protect each and every one of us. May He guide me in the days to come.
